I don't believe these figures, I know it doesnt include merchandise, bonuses etc but no way are Beth and Layla making peanuts after being in WWE for so long
Comparing these figures to the others that were published a few years ago
Ashley Massaro: $131,000
Lita: $286,000 (Mostly downside paid due to lack of wrestling)
Melina: $155,000
Stacy Keibler: $178,000 (Only downside paid during absence)
Torrie Wilson: $260,000
Trish Stratus: $618,000 (Receives 20% of all Trish Stratus merchandise sold)
Victoria: $275,000
Kane before
Kane: $ 851,000 (First class flight tickets paid for every week)

Sin Cara is definitely getting paid. Like Tensai and Del Rio, top guys in Japan and Mexico (and Mystico was the dude in Mexico) make good money. They wouldn't abandon ship for peanuts.
Similarly, I doubt there was anyone who was seeing more money on the indy circuit than AmDrag was. I think it was in the doc he did with Colt where he was talking about how the top indy guys can out-earn lower level WWE guys over a year.
