Piper is a weird Number One, he had the Snuka thing, but, as was mentioned, nothing on the level of Jake on Savage.

roddy's feud with muraco was nowhere near the first rock's promos and feuds.

he smashed duke with a pineapple.

which worked but it was never at the fervor of rock/snuka.

plus, it only worked as a feud because the first rock.
already made the public care about a villian for snuka.
