It’s like they don’t want to update universe mode because they know that’s what will make it harder to sale next years game. They know that’s what keeps people playing past the first few months so if it’s too good no one will want to start over.
Speaking of which they need to let you import your old universe mode or at least your CAWs. But there isn’t enough outrage about that online so it will never happen
