So let's get a little deeper
this is a chess move by Ray Kelly
to
1. place the new mayor under political pressure to stay out of the way of his push to reinstate S&F
2. To psychologically neuter those who would be sympathetic to the black youths who ostensibly suffer the most under S&F and/or are concerned about the constitutional right to move in public space unimpeded
3. To embolden racists who would give popular support to S&F when it moves through the courts again
Let's go a little deeper
His strategy has a high probability of working since there are a lot of soft headed and soft hearted chumps out there, standing at the bandwagon stop with the Reeboks all pumped up and many more willing to sit on the sideline in order not to rock the boat.
In addition Kelly has chosen to go after the oldest, triedest and truest trope out there, BLAME IT ON THE BLACK PEOPLE, THEY ARE WHY WE CAN'T HAVE NICE THINGS. This relic is refreshed yearly with the blood, dignity and livelihood of innocent black folk and fertilized with the cigar ashes of hi-fiving racists. I really have a hard time blaming him, if it ain't broke then don't fix it.
Now I can't prove that Kelly is up on this, I damn sure think that is what he would do
