It sounds like the quintessential 2003 soundclick beat

drums are garbage
cheeky bells
synth sounds like its being played by a middle school music student who just learned different MIDI presets

idk how anyone can listen to the instrumental without laughing

that the whole album was produced in the "wack room" or w/e they called it is kind of obvious upon listening.

So pretty much whatever throwaway the Track Masters or Swizz gave someone

Off the top of my head I'm gonna say Mac & Brad...when I think Beans and Scarface collabing I don't think about some video game menu music...that little synth melody was the epitome of that era's cheesiness
