You shouldn't have a problem maintaining muscles during Ramadan because you are allowed to have two meals every day...
Before sunrise you should try to fit in two meals...
1) have a light meal (fruits + veggies) and drink a protein shake (whey or iso-whey because they work fast)...Then do some high intensity workout...Go hard for 5 minutes doing various exercises and then take a 1 minute beak, and repeat until you can't go anymore...Maybe 30-45 minutes...
2) Drink a protein shake and eat the biggest meal you can possibly fit in your stomach...Try sticking to high protein, high fiber and high complex carbohydrate foods like chicken breasts, salmon, brown rice, oatmeal, eggs...
These kinds of food will keep you filled up for the whole day...You will feel hunger because your body is not used to it...
After sunset...
Eat light (fruits and veggies) drink a protein shake (Casein protein because it breaks down slowly in the body)...
I think you will actually gain more muscle and burn more fat, if you stick to this regimen..
