National guidelines? Police work is a state matter, this will have no impact unless police departments decide to comply (which may not even be possible depending on their local measures). When you understand Trump only cares about headlines, you understand Trump.

It it gets through Congress the federal government can try to use the Supremacy Clause. Also the justice department can make a case of Civil Rights violations.
