I presume you mean the green dress. Its actually an emerald green dress paired with a feather collar necklace I found on Amazon a year ago. The necklace is the statement piece.
They dont have the specific one I bought anymore but you can just Google feather collar, natural feather or statement feather necklace. They have different colours u can mix and match with all different styles. If ur in the US try Amazon as it may be available over there. The pics below are from Etsy
