Can you name some of these relevant acts?
let's see how many you can name that haven't already been on the cover, that have actual fanbases.
fashawn, raider klan, boldy james, casey veggies, curren$y, killa kyleon...
i could do this all day. and its not about having a big fanbase already thats the problem, only big stars are on magazine covers. none of the new good rappers get any exposure to a mainstream audience.
why put lil wayne on the cover of xxl? millions of people already know him. xxl should put someone like saigon on the cover. he's deserving of it and it could change his career.

They have a better chance of selling more copies of their magazine (a medium which is dying) with Wayne on it BECAUSE millions of people know him, as opposed to the few thousand that know of, um, whoever Killa Kyleon (whoever that is). Regardless of what they would have you believe, XXL is in the business of making money, not advancing hip-hop. And they put people on their covers that give them the best chance to do so.
Currensy and Fashawn have already been on the cover of XXL.... shyt, Fashawn was on the cover with Wiz.
why would XXL put saigon on the cover again? he's done nothing to warrant being on the cover.
Why not put lil Wayne on the cover of XXL? the objective is to sell copies... when has anyone rushed out in en masse to cop anything involving saigon?
nobody fukks with Raider Klan in real life...them nikkas not even internet famous.
i see your point. but if they had a better quality magazine more people would buy it, in turn raising profits
Haha, no they wouldn't. In this era of reality-television and such, quality doesn't matter at all. Do you see what is popular nowadays?
"A Gangsta and a Gentleman"
