If he was following her around, so he could muster the confidence to talk to her. I can excuse that, a lot of dudes aren't confident to the point where they just approach right way. If she rejected him and he kept trying to talk to her, I can understand her being annoyed. Nothing more pathetic than a dude who lingers around.
