In San Francisco, the city filed civil suit "gang injunctions" against young black men across predominantly black neighborhoods in the city. The whole idea of gang injunctions against young black men in SF was janky because there are no real gangs in the culture of black San Francisco.

The Bay is the only part of Cali where there is no real presence of Bloods or Crips in the black community. nikkas rep their hoods, streets and projects in the Sco. There is no getting jumped in, no recruiting, no organization. No real gang culture in black culture in the Bay, period. But the police used gang injunctions to falsely label black males as gang members and forbid them from even walking through certain areas in the city. Once you were on the gang injunction list, it became a stain on your record like being a felon and was hella harder to do basic shyt like get a job. Police brutality in SF in recent years has been very bad. They also smacked the Latino gangs in SF with gang injunctions. And MS 13 got smacked by the Feds in SF like they do in most places.

But nikkas charged with less serious crimes got falsified gang enhancements and got hit with football numbers in prison. The Feds also helped take down Boobie and Big Block in Hunters Point. He just got home from doing like ~20 years. Even though Big Block was a record label based in the hood with hood nikkas selling hella drugs and killing folks and not a real organized gang.

The gang injunctions in SF did help drop the crime rate, but also caused hella more black people to leave SF because of the literally unwarranted harrassment.

To answer your question.....no. Unfortuatenly gangs serve a purpose. They keep the prison industry in certain areas busy, justify new weapons and increase budgets for law enforcement, and they are great helping to reduce property value. This is good news for real estate developers and investors when the time is right. To sum it up, they don't realize all the industries they support.
