Tru was unequivocally about that life. I was locked with his Uncle Vinny, 50 y.o. PR cat from LES, (n/h) the nikka was HUMONGOUS for his age... during my bid...used to workout wit son & the whole 9, kick it, shoot the shyt. Very official, stand up guy. From what I was told by him, so was Tru. Vinny ain't coming home.

what about in the 90s high crime era

In the 80s it was drug crews that ran things, there were so many back then that no one person was "The Man" but there were certain ones that name rang the most bells (Fat Cat, Uzi, Supreme Magnetic, Supreme in Queens, etc..)

In the 90s, that's when gangs started coming and Guiliani kinda put an end to big drug crews, so the 90s was wild. Nobody ran it specifically, but Latin Kings, Bloods, Crips, all that started getting crazy
