That is no joke....I am very very very serious about my credit and money. I am about to transfer and I am wondering if I should take out the loans for living on campus or if I should stay off campus.

It's cheaper to live off campus; but you might miss out of the so call on campus experence, but when you decide on which school you plan on going too, look at the cost of living on campus and compare them to living off, for example room and board, meals, transportation and etc. For example you can look at UCLA for reference. Fees, Tuition, and Estimated Student Budget - UCLA Undergraduate Admission

If you stay off campus you will save around 4,000; but you just have to look at what the remaining 4,000 will go twards: food, rent, utilities, gas (driving to school) and etc. One thing you can do is look into is the cost of the apartments in the area of school you choose; just to give you a ballpark figure, also look or call too see if the apartments include any utilities with the rent and how much the deposit is.

If you do decide to move into an apartment; make sure you take pictures of everything when you first move in and do a walk around with the landlord too see if anything is faulty or not working, if there are spots on the wall missing paint, dirty refrigerator and etc. Write that down and have the landlord sign it and you sign it and you also can bring a third party to sign it and you keep the original and give the landlord the copy. You do all of this so if you decide to move they can not keep your deposit.

The problem is that a lot of poorer and even middle class Blacks are credit poor. If you are cash poor but you keep your credit intact you have a chance but when your credit is bad, it hangs over your head like storm cloud.
