It was a new universe(initially) there was no succession because the richard dragon we knew didnt exist outside of a story exposition. If it were a case where the real dragon dies fighting someone and lo and behold, there's a new dragon, there would be an issue. Like ray Palmer dying and Ryan choi replacing him, only for that run to be short to bring back palmer
