Why do women wear tight, revealing clothes but get embarrassed when a man looks?

Never understood this. You wear clothes where your breasts are showing. Tight leggings when your butt sticks out. But when you walk by a man you're pulling on your shirt to cover your butt. Or you're grabbing at your shirt to cover up your breast. If that's the case, then why are you wearing these clothes? You're embrassed by the attention but at the same time you're wearing these clothes. Somebody explain this.

Naw, this got sparked by a convo. I had with a woman who had her breast out. I glanced down (wasn't talking to her breasts or nothing like that) and she looked embarrassed.
