Why do some black people claim obviously mixed people as black?

We as a people can look like anyone else. I'm brown and so is my sister. My mom however is as light as curry and her mom is as well. my grandma had both black parents just like my moms. Saying someone looks or isnt black because they have a lighter complexion to you is retarded.
