Its a well known practice according to a Somali girl that use to be close to me. If you ever been around a lot of Somali fobs, you will hear some pretty anti-Black comments regarding skin tone, especially from the men. A lot of second generation joke about it ironically, too, so it isn't some minor thing.

Men have 25% thicker skin than women.Men don't have more melanin.The thicker skin just makes their skin appear darker.
The women in the video were lighter simply because modern universal standards of beauty equate light skin on a woman with femininity.It has nothing to do with biology.
