Because the only people who care or give you props for it are other criminals and fake thugs...
I would love to give my record to some other dude so he could have some "street cred" because I promise it has done nothing beneficial for me...
I think the fact that I haven't been pulled over or arrested in the last 4 years is much more real than anything that is on my record from the past

this, i been to jail too many times & proud to say i been stayin out... aint tryin to go back.... i was in there & a n!gga got brought in, first cop was like
"you back again, whats been up, thought you was in school" another cop 
"aint seen you in a while" black cop 
"what you do this time" last cop 
told you youd be back, where my five at"you f_cked up too many times if these cops your boys, from INSIDE, not out... stop goin to jail n!ggas, it dont make you hard... especially for what i went for...

For gangsters, it shows that they actually did a crime. In gang circle, doing crime gives you street cred and more rank. Having done jail time proves you did a crime. That's where it originates from.
The joke about it is that some did time for a non-violent crime (larceny, B&E, vandalism, forgery and uttering) but cavort about like they did a violent crime (robbery, murder, assault with intent to maim).
