From a technical perspective no way it needs any more of a budget than the fist Avengers. Maybe the bloated budget is because of the huge cast. but even then 500 mil for one film. You really don't even have to advertise for. doesn't sound right.

All the characters have had their own movies or been featured prominently in other movies. Besides Thanos the villain, we know all the heroes.

First of all, that in no way makes it acceptable
Secondly, not all of the cast have had fleshed out roles yet. Spiderman hasn't even come out, GotG is not even on its second film, Dr. Strange has just had 1 film so far and Brie Larson hasn't even acted at Captain Marvel. There's no way they can juggle all those actors with a coherant script which gives them all an arc.
Just look at Hawkeye and times that by 5

Why isn't that acceptable? This is a new thing a cinematic universe, old rules don't apply.
We know Hawkeye; he is a family man, and government agent who despite not following the rules 100% is great at his job and has a real sense of duty.
Spiderman and GotG 2 come out before this so check those boxes.
Dr. Strange is Tony Stark but mystical instead of tech.
Captain Marvel is the only one you can add to Thanos.
