Why cant black american actors do accents?

it seems as if anytime a black actor is needed for hollywood with an accent they have to look towards english black actors i.e idris for mandela. why is it black american actors limit themselves so much?

Denzel Washington... In Cry Freedom, he had a South African accent. The Mighty Quinn a carribean accent. For Queen and Country a British cockney accent.

Forrest Whitaker had one a British accent in Crying Game.

Laurence Fishburn in Othello

I'm sure there's plenty more... but most Hollywood roles don't require black actors to use accents.
