He's been that dominant without a 3-point shot. He made it to the NBA off pure skill and instinct. 
Now he is being forced to learn to shoot. A lot of people couldn't shoot. It happens

his shooting mechanics have changed multiple times over the course of his development. also he's really right handed.
his physical traits, vision, instincts and handle helped him get to this level and have the ability to dominate.
when he shoots his elbow is way out of place and its hard to replicate consistently cause he isnt truly square to the rim.
repetition is what makes the great shooters great. the ability to shoot the same form over and over and over.
The great shooters are in the arena sometimes several hours before the game (steph, ray allen) fine tuning their mechanics.
for example, steph, klay....whenever they shoot...their elbows and form is always square to the rim regardless of their legs.

You know that in the nba 6’6 to 6’10 is a huge difference at 6’6 you still HAVE to have some finesse to your game to do anything, at 6’10 you can brute force things.
He's having an issue with his hands, he doesn't know what hand to shoot with. He's right hand dominant with the ball and can only really make layups and hook shots with his right, but he writes with his left so he shoots left handed. In reality he needs to be shooting with the other hand.
It's kind of like LeBron, LeBron is naturally left handed but in basketball he's right handed
edit: I'd also like to add that Philly's training staff is trash. Everyone knows the fundamentals of shooting, but they don't make him shoot fundamentally, his elbow is always out, his body is square to the basket, lead foot be off, all that.
He doesn't even practice shooting before games, he just works on drives and hook shots for most of pre-game.
