Batman might be the most clever, and Tony is the most inventive, but in terms of pure intelligence I'd have to go with Doom.

Yeah I think it goes 1. Doom 2. Tony. 3. Bruce. Doom is probably the 1B smartest cat on marvel Earth who isn't enhanced. Bruce is smart but his fields of expertise aren't as impressive as the two armored guys.
