I don't know about overall, but one of my personal GOAT's:

When you first get him you're like this clown doesn't have a fight command

But when you mess around with his rages and find out that you can have him doing 4x damage with Stray Cat and using level 2 spells before most of your squad learns ANY magic at all...

And all of the other ridiculous piff you can learn with him if you put in the work like...
Magic Urn (Free cure 3's for everybody and absorbs all elemental damage)
Tyranosuar (Meteo)
Wolly (Free Ice 3's on enemies and absorbs nearly all elements)

Getting the snow scarf armor which makes him a straight up tank

Best of all was and Nightshade (Uses charm, which causes anything it hits to murk itself, even the FINAL BOSS )

If we're talking Chrono Trigger, Crono, Robo, Ayla, and Lucca are the best. Magus is solid. Frog is dope but his best weapon doesn't carry over on new games. Marle starts off alright, but falls off in the endgame since she has no multi-target heal spells, and no big damaging attacks outside of double/triple moves.
