Hov was talking about the content, not the actual technique. Technique-wise, Talib ain't seeing any of the others on this list other than Jay Electronica who isn't really GOAT level either. They're good but not GOAT. Mos, Common, Nas, Jay at their peaks all have/had GOAT level vocal & rhyme technique period. Common is probably the weakest link in that match-up and that's saying a lot.
