Deep down he loves all this chaos. When you think about it, it's scary.

Why else would he keep Joker alive. Why would Joker not be locked in the bottom of a basement somewhere deprived of all rights and human contact. Strapped to a bed inside 100 ft of steel. Makes zero sense. He just likes catching people over and over again. Gotham institutions have proven to be a failure at holding convicts and Batman doesnt have the balls to end these problems once and for all despite having the power to do so. Hes insane.

He arrived on the scene after batman venom when bruce was struggling with withdrawl and pushed batmans limits, he's like a horror character...however in gotham knights 11 he pushed damian so far as to have him disembowel zsasz after he locked him up in an underground fight club for children and forced him to watch kids fight to the death. when batman arrived he said he didnt cut him so deep as to kill him but barely miss his spine, when he comes back you know theres going to be hell to pay..
