No, they’re not. Your feet, arms, head etc can cross the line first depending on what part of your stride you’re in. As you can see in the photo the runner in lane 3 crossed the line first by reaching out his foot but he wasn’t anywhere near crossing with his body. Nobody would say he won the race.
