I've actually been in both situations at different times in my childhood. I once had a neighbor with three dumbass pitbulls and when I was very young we lived in an apartment in Harlem right around the time the crack epidemic was ending.

If you don't have a cat or a dog the pitbull owner is probably the more peaceful option. Crackheads tend to be cowards so they'll leave you alone if you give them a reason to, but they will probably test you at least once. And by test you I mean they'll break into your apartment and steal your shyt. Druggies are less crazy these days but they still have a way of involving you in their bullshyt.
