I don't think this Phase of the MCU is going to be about the build to stopping one Big Bad like they did with Thanos and instead the focus will be on introducing a myriad of villains within each of the movies coming out of this phase to build up the different corners of the universe a bit.

It's going to be how the comics are, all different types of villains capable of mass destruction

You're gonna see them try to splinter off into more distinct genres, you'll have 'big bads' or boss tier villans on the super natural side of things, street level, cosmic ect.

Doom is def gonna be in the mix, if done right he will be the Darth Vader of this generation.

Hopefully they are going to take this time to build up the villains in the MCU so they can ultimately create a Masters of Evil team and bring "Avengers: Under Siege" to the big screen.
