I don't think Marlo was dumb, he was just a sociopath who wanted nothing more than power. And while Marlo didn't throw basketball games for the hood, he did have a form of comrade with Snoop and Chris. I think they even went out of town for celebrate. But Marlo was the new "breed". The point of his reign is to show that the dynamic between the cops and the drug dealers had change. These nikkas ain't care.

and what is the criteria? how well the leader makes out, or how well his organization as a whole makes out?

The Greek didn't have to deal with the kinda problems as the others he had the product and kept his circle small can't compare that to running a whole crew like Prop Joe or Avon and depending in others to make his money

People argue all day and night about Avon & Stringer and miss the most obvious point. Avon and Stringer were the same coin, different sides. Yin & Yang. Muscle & Smarts. Without Avon's muscle, Stringer would have the crew looking weak out there and he needed someone to keep him grounded, otherwise he would kept getting played by them downtown boys thinking he was really Gordon Gekko instead of a drug dealer. Without Stringer's wisdom, Avon would be out there going to war with a bunch of young nikkas over some dumb ass corners. He'd never see the big picture. Also Avon needed someone to make hard decisions. String wasn't tougher than Avon but, he was smart enough to know D'Angelo and Wallace had to go. They were a perfect team.

You giving Stringer credit for Wallace?

Avon had too many incompetent people around him,
1) his nephew caught a body because he couldn't play some cat out the lobby,
2) Orlando trying move product
3) Stringer, too many to list. But Stringer didn't realize no one cares when a black boy get hit with a stray because he didn't get in the tub in S02E09, but kill a Senator the state police will catch rough and tumble Slim in under 48 hours
4) His Minister of Defense and Little Man involved in a shooting of a narco because they didn't wonder where would Orlando get $30k.

Fought for what he believed in, fell on the sword for his guys when needed, and handed out game to anyone that was willing to listen.

If Bunny were in charge of the police force the world would be a better place.
