I think either makes him a free agent.. its not like Amnesty... I am not 100% sure. But buyout is when both agree to an amount.. waiver means mavs pays him his full salary no discussion..

Waiver is more player friendly... He got waiver because he had a no trade clause due to the way his contract was setup to finish.

Edit.. both waiver and buyout put u on waiver and u can be claimed.
