Probably Roy Cooper. Won a red state twice by solid margins, moderate, white, male, christian. He checks all the boxes. Shapiro would be a solid pick to secure Pennsylvania, but he’s Jewish and is not the best match for a black/Indian woman with regards of securing other states.

Cooper also can’t run again in NC so a state won’t be losing their governor.
