Cell was mad dangerous but I never got the sense he was "evil" per se. He did what he wanted to do and had to be stopped, by any means.

Frieza was straight up evil to the core. He HAD to get murked.

Frieza was the cause of like the first half of the dbz story as a whole
Vegeta was frieza lil nikka and yad him running and crying like a pussball until goku came through

Then theres cell who was evil but was probably the most entertaining villain

Even after that id rather take broly or super buu over vegeta. Vegeta was a better good guy then villain

Yoooo, Pilaf was a great character though! He was like the prototype Buggy the Clown-- just a trifling joke villain that inadvertently screwed things up for the heroes and villains alike constantly.

He was so incompetent himself but also responsible for some of the most dangerous villains like King Piccolo being unleashed

It's a shame he never appeared in Z. He should have been the one to accidentally reveal the existence o the dragon balls to Raditz.
