Technically he is but Morgan hasn't seen what Rick has seen or met who Rick has met. This is a MLK/Malcolm or Prof X/Magneto situation where Morgan is using a non lethal weapon and telling the wolves to leave instead of just killing them. He believes in humanity still. Rick left that about two season ago.

But I hope he turns soon, might need to kill off a main cast member *cough* Carol *cough* for Morgan to embrace his demonic side though.

Just like Carol blames herself for telling her friend that smoking inside is disgusting...only to have a her friend brutally murdered while taking a cig break....

Either Morgan dies or experiences a traumatic event to get him back into killer mode. Think about it this way, athletes, warriors, and other bad-assess go through phases of self-doubt and the ability to have that killer instinct and become civilized. Morgan is trying to be civil in an apocalypse which doesn't fly with what Rick and Co. has experienced.
