What this dude did is pretty close to the opposite of what battle rap is.
Battle rap is taking characteristics of ONE'S OPPONENT, and using them against him in order to humiliate him and win favor from the crowd. He didn't say anything specific to his opponent. All this was a generic written that could have been used on ANY black MC. What's clever or spontaneous about that?
The white "MC" clearly understands that saying the most outrageous stuff is often confused for being clever (not to be confused with saying the most outrageous clever stuff, which is what the best battle rappers do) - but, in my opinion, it's the epitome of laziness on the mic.
Seems like a gimmick rapper to me, that couldn't get by on skills (admittedly, I don't know any of his other work, other than I think I've heard him do a similar schtick against an Asian MC), so he found a loophole.
