It's sounds like the reporter uses the term "foreign" only to describe people that are non-white that immigrated to the US, which is pretty common.
The first people of European descent that migrated to an area that's now known as Texas, Arizona, California were foreigners in the eyes of the indigenous population.

He has a green card, so he is here legally? I take offense at foreigners inserting themselves (whether they interrupt or not to express it. People have thrown things at, wished death on and shot and/or killed our presidents, so this was hardly the most egregious act of "disrespect") but when the standard is lowered to "everyone's an potential American", I don't see how those types have a problem with it.
