Howard needs to just make a policy that no dogs are allowed on campus. Its a private school they can do what they want on their grounds. Problem solved, case closed. If they don't do that then that's on them.

The problem is bigger than the dogs. Its really the hypocrisy of the current racial climate in America. I'd bet the majority of those same white people who walk their dogs through the campus would have no problem calling the cops on a Group of Howard students walking through their neighborhood
