It didn't last year since Morgan left TWD and joined junky depp and company. Perhaps a time jump since last season to next season is possible.

Also on FTWD, they have access to trucks, fuel and even electricity which suggest they exist in a time before where TWD currently is.

Nah I think you over estimating the intelligence of Ricks group.
Before he came to Alexandra, they had running water, power , cars and plans for expansion. The two former leaders were much more intelligent than the current group.
Put it this way, Negan had established major staging areas and ran multiple locations with Fat Joey and was more intelligent than anyone in Ricks group.
