Taron egerton , 5'9 tho. He played Elton John in rocketman and won Golden Globe for best actor. As you can see hes interested in playing wolverine as well

Jon Snow would've been a good pick too if he didn't already have a MCU gig.
I think at his age right now that Jackman has no interest in the training regimen necessary to get back into Wolverine shape.

call me crazy but I think Radcliffe could pull it off. He'd have to get in shape, but I think he could do it

I like the Edgerton shout. Other than that the list in the op is not good. Caan maybe. I always trust Marvel with casting though as they get it right 95% of the time.

Neither am I but there are folks who are adamant that they want a comics accurate short Wolverine which is what spurred the creation of this thread.
I don't think those people are really looking at the dearth of short actors that could pull off the role though.
Me personally I think that Manu Bennett should be cast as Wolverine. He's like 5'10 but I think he'd do the essence of Wolverine justice.
Based on stats alone, Milo Gibson. Not a pretty boy, but not ugly. Not a midget but not tall (5'8"). Stocky and would be a brick once he got on them MCU supplements.
