I think Jay and Ross are prob the best at it. Jay in terms of being an elite rapper who constantly rapped over elite beats and understood the importance of having a farm system for producers. Ross for just always finding dope beats and producers despite not having the budgets bigger rappers had.

Ross beats got whack after Teflon Don. Yall need to stop. Them generic ass Shrimp Cocktail and chicken cordon Bleu beats got old real fast. Ain't no way yall saying Ross after all that boring mid he dropped over the past 13 years. And Kendricks beats are cool, but he definitely ain't the best.
