The thing is, Predators will pretty much leave you alone if you're no fun/challenge to kill. So the fear for the average person would be seeing your elite military units randomly disappearing one by one. More like a feeling of oppression and powerlessness instead of constant terror and panic that you would get from a Xenomorph.

If we're getting into fear of oppression, the worst monsters to me would be AI's like Gort:

Either way, the human race is doomed to be basically pets forever with no hope of ever breaking free.
I'd much rather deal with random Predators dropping by every couple of decades.
