It's Mexico, friends. Mexico by a long shot. I quoted some statistics in another thread. The Mexican Cartels killed more people in 2011 than all terrorists in the entire world combined....

That's a byproduct of their economy though. I don't think raw numbers tell the whole story. I know for a fact that the Russian crime syndicates would demolish any Latin country cartel, no question. The average Eastern European is mentally imbalanced whereas Mexicans are generally nice people. Read some Dostoevsky.
