It would be great. Only with midcard talent though, a long tourney will have a lot of people trading wins and given than that's how they've booked their midcard for more than a decade, it wouldn't hurt anyone. And a couple of dudes would get over because of getting wins and being part of great matches.
16 people is too much though, it would end up being too long and as @The Rainmaker said, they would just drop the idea half way through.
They could call it King Of The Ring, or *insert dead wrestler* Memorial Tournament. fukk, bring back the OG Great American Bash as a tribute to Dusty

Booker T. winning King Of The Ring was a way to get a heel contender to Rey's Ric Flair Memorial Belt so they can feed him to Batista real quick but the King Booker shyt got over they extended the run, it also got Chavo Jr. over as heel on the side.

Booker was billed as a 5x WCW champion he didnt need to win the KOTR to be a challenger to Rey Mysterio who was treated as an upper midcarder at best at the time. Lashley had gotten cheers at the time but was mostly doing squashes before Booker faced him. Lashley's feud with the Ruthless Roundtable was to get him ready to work high level talent. The whole inclusion of Regal and Finlay into that feud illustrates that fact.
Mabel wasnt EVER getting that belt. It wasnt a thought. This was a Kliq dominated WWE at the time. Nash wasnt dropping the belt to him. It was always going to be Bret or Shawn.

What if Vince pulls a swerve on this whole shyt? What if he dont wanna go out like Eddie DeBarlo.... a guy that saw his franchise now go in the control of his inlaws via he sisters husband and future generations will eventually forget the name McMahon?
WWWF/WWF/WWE has always been a McMahon company and I wouldnt be surprised if he'd feel fit for it to remain a McMahon company......one way or another (nothing personal to Helmsley, but Legacy is Legacy)
