It would be great. Only with midcard talent though, a long tourney will have a lot of people trading wins and given than that's how they've booked their midcard for more than a decade, it wouldn't hurt anyone. And a couple of dudes would get over because of getting wins and being part of great matches.
16 people is too much though, it would end up being too long and as @The Rainmaker said, they would just drop the idea half way through.

You can argue Brock, but people rarely temember he even won one, you can argue Edge but he didnt catch fire til 5 years later. Billy Gunn? Viscera? Booker was billed as a 5x WCW champion he didnt need to win the KOTR to be a challenger to Rey Mysterio who was treated as an upper midcarder at best at the time. Lashley had gotten cheers at the time but was mostly doing squashes before Booker faced him. Lashley's feud with the Ruthless Roundtable was to get him ready to work high level talent.
