Sounds like he is telling his followers to separate the ideas of church and state. Meaning you should play along with society because you are here and you have to, but when it comes to personal spiritual guidance you should turn to god.

I take it as "Pay your taxes, because the money you gain is part of the governing economic system anyway.

But worship God and follow his code of living.

Therefor that's why you have to pay taxes, because that money isn't yours anyway, it's just a part of the system you`re living in

My point is, by living in the system and benefiting from it you are in fact supporting the policies. Every tax dollar you earn and spend goes toward supporting the very things you say you won't support. Those things then turn around and support your lifestyle. This is why Jesus said to give them back what they give you. It's not just about the money, it's about all worldly things.
