Stop wearing basketball shoes outside of the hardwood
Don't wear graphic tees anymore, only basic tees. A nice jacket will offset the plainess of your t shirts, but you won't look like a 12 year old.
Invest in 2 really nice pair of jeans (100 dollars and up, raw denim) which will last you a good 5 years

Think 5 different pair of jeans at 40 bucks = 200 dollars and they will shrink, fade, and deteriorate after a year or two OR buy two really nice pair of jeans at 200 dollars and it last you for 5 years. You only need a blue pair and black pair.
As far as basics, depends on what you like: v necks, crew necks, thin, thick, tall t, fitted, etc
Jacket? That's up to your taste. Also, learn to layer things like cardigans and other knitwear under your jacket to look a bit more unique.
