he had to have known about broad NSA wiretapping, but he probably does not want to know the details (plausible deniability)
IRS only ever harmed liberal groups (fox news never reports that part) and i doubt obama knew anything about that either, nor should any president, really
i try to think of it like a company. is that dude in the papa john's commercial supposed to know about the level of security at a store in southern california that got robbed? or a register at a store in texas that overcharges customers?
now, if papa johns company is spying on pizza hut corporate hq, that is something john either needs to know about, or has tried to avoid knowing so he can deny it, but it is within his scope and he should be held accountable
