Humans can't really spot reduce unless your genetics allow or you get surgery but there are other ways...

Adjusting your diet will help tremendously. I found eating plain broccoli with my regular intake of veggies every other meal helps me keep the belly fat down. Chicken breast and fish instead of beef and pork if you absolutely need meat. Reduce your bread, pasta and rice intake. Quinoa is a decent replacement. Also, eat smaller meals all day instead of having a big meal later on. Cutting out juice, soda, dairy milk and reducing the cheese will help. Drink more water.

If you work out, try doing lower to medium weights, high reps, and super-setting 2-4 of high intensity exercises. This will help more than the traditional methods in my opinion. Also work your core; lower back, obliques, and hip flexors included, and always do them towards the end of your workout. Take advantage of a sauna or steam room if you can.

Find out what your parents eat, and how it affects them. Genetics can play a role too.

Reward yourself 1 day a week. And don't try to make too many changes at once unless you know you have incredible will power.

Eat healthy and make sure you do the right forms of exercise. In 3 years I have gone down from 240 to 177. Prob my biggest advice is stay committed and don't lose hope.

How is that possible?

no pizza. no bagels. eat lettuce wraps instead of sandwiches. if you want carbs go for complex ones. eat lots of beans. the focus should be on fruits and vegetables

example:

breakfast: fruit

lunch: veggie burgers

dinner: burrito salad bowl with no burrito

dessert: dark chocolate

you just have to be creative, willing to try new things and also willing to spend time shopping and cooking

Semantics but you mean grains and starch. Vegetables and fruit are carbs, same with the dark chocolate.
