The question says closest TO midnight and not closest UNTIL midnight.

12:03am is 3 minutes away from midnight. It is the closest.

"Closer to" doesn't mean "closer until".

For example, if your birthday is July 7th, 2023 - July 10th, 2023 is closer TO your birthday than July 2nd, 2024.
