Any $100 android phone without a contract is going to run like shyt.

The closest I came up with is the HTC ChaCha which has ICS via Cyanogenmod

understand that if you are going Windows 7 it really does not matter the manufacturer...they all have the same internals and the OS will operate pretty much the same across the board.
