They were just trying to give him something to do, basically, I believe. No real purpose behind it. I enjoyed it because I was an Owen stan.

This is actually a testament of how a lot of shyt(he did) was dumb as fukk(some of the worst shyt to ever be televised, like Mae Young birthing a hand) and didn't make any sense and didn't lead to shyt.
Owen being in The Nation is one of the dumbest things Russo did. He wasted a potential draw.

iirc Owen was feuding with Michaels after Survivor Series 1997, moving on to HHH pretty quickly. With DX turning face in the spring after Mania and Owen feuding with HHH still, he joined with the Nation who had a burgeoning feud with DX. Mutual enemies made them allies
