Weird take, but I think he's simultaneously underrated and also not that great.
His 1st album is legitimately very very dope, and a solid 4 mics, although Pun wrote most if not all of it, I think.
I think he deserves the respect he gets as an OG though.

He's underrated in the fact the production on his albums are amazing, imagine someone like wayne rapping over those beats.
I feel like Joe is average but gets the business side of things. His true calling in life is an A&R. He has a great ear for beats and recognizes talent. I have to give Joe credit though, all these decades later we still taking about him.
He's very good to great at picking beats.
He's excellent at making hits (and I still don't understand how/why).
He's about an average level rapper; he was below average before Pun/Pun's passing, he's a little above average since then, he's about average overall.

His first hit dropped in '93 and he had a bigger hit in 2016 than most rappers ever have in their career. Say what you want about his rapping ability but that's impressive and that's not even mentioning his other hits. One of the greatest pair of ears for beats too.

His 2nd album Jealous Ones Envy is on of my favorite albums. I think he's incredible on that album.Just the overall voice, cadence, flow, lyrics, stories, etc.
I mean just to be around as long as he is wild. He's never claimed to be the greatest but he's adapted to different eras of beats and flows. I don't personally like anything he's done in a long time but that music isn't for me at this point.
